Short answer: most firms marketed as "Dubai fintech developers" are offshore engineering companies, some with a Dubai office and some without one, and the difference matters more than their position on a list. This page names ten, states what each one's own website says — including whether a UAE office is actually listed — and separates the vendors from the regulatory rails you will integrate regardless of who builds. The previous version of this article gave its publisher a Dubai headquarters it does not have, and gave two firms with no UAE presence at all a Dubai address and a price band. That version has been replaced.

How this list was built

Every entry was read on 24 September 2026 from the company's own site, or from Clutch's UAE developers directory where Clutch itself displays the field. Self-reported ratings are marked as such. Where a company does not list a UAE office on its own site, the entry says "no UAE office stated" — that is not a criticism, it is the fact most buyers want and most lists hide. No prices are stated for any vendor.

The ten

Appinventiv — its site states "1700+ Technology Specialists", "3000+ Solutions delivered" and "150+ AI Models" in production. It names financial clients directly: American Express, Asian Bank & Capital Trust, TVS Credit and Hero FinCorp. That is the strongest named-client record in this segment. No UAE office is stated on its homepage; it delivers into the Gulf from India.

Hyperlink InfoSystem — founded 2011; "1200+" developers; "4500+ Mobile Apps Developed"; "2700+ Happy Clients"; offices listed in India, the USA, the UK and Dubai. Self-reports "4.9 Ratings on Clutch". Payment and wallet apps are a stated line of work. One of the two firms on this list with both scale and a stated Dubai presence.

Innowise — founded 2007, headquartered in Warsaw, "3,500+ IT professionals", "1600 delivered projects", and a UAE office listed. Its site leads with banking, trading and insurance work and cites a "FinTech Breakthrough Awards 2026" recognition (self-reported). The other large firm with a stated UAE presence.

Code Brew Labs — "since 2013"; offices listed as Dubai, Chandigarh, Guadalajara, San Diego and London; "2000+ Enterprise Solutions Delivered". Fintech, wallets and blockchain are stated services. We make no headcount claim because its own site rendered that figure as "00+" when we read it.

Dev Technosys — "250+ Technology Specialists", "2,300+ projects delivered across 71+ countries", self-reported "4.8/5 with 204 reviews on Clutch". Merchant and payment apps are a stated focus. No UAE office stated.

Fingent — founded 2003, headquartered in New York, "450+" professionals, "700+ completed projects", clients in "14+ countries". Financial services is a listed vertical with a named case study (NEC Financial Services customer portal). No UAE office stated. The previous version of this page called it "Fingent UAE, Dubai"; its own site does not.

Simform — displayed by Clutch as Dubai, UAE; $25,000+ minimum project; $25–$49/hr; 1,000–9,999 employees. The largest firm Clutch shows in its UAE developers directory.

CodeFulcrum — displayed by Clutch as Dubai, UAE; $10,000+ minimum; $25–$49/hr; 50–249 employees.

Lumitech — displayed by Clutch as Dubai, UAE; $10,000+ minimum; $50–$99/hr; 50–249 employees. The highest displayed rate band in Clutch's UAE list, which usually indicates a larger share of engineers in higher-cost locations.
